Highest BAH Rates for Colleges & Cities: 2026 Veteran Guide
If you are a veteran comparing colleges in expensive cities, the campus ZIP code shapes your Post-9/11 GI Bill® housing allowance more than almost anything else. VA ties it to the military Basic Allowance for Housing (BAH) for an E-5 with dependents, so the same degree can come with very different housing support in San Francisco and in Dallas. Below are the 2026 rates for the highest-rate college areas, checked in the Department of Defense lookup, and what they mean for your own payment.

1. The 10 highest-rate college areas in 2026
These are the monthly 2026 BAH rates for an E-5 with dependents in the ten highest-rate military housing areas we found around major college towns. Each figure comes from DoD's BAH Rate Lookup, entered with a campus-area ZIP code in September 2026. They are the starting point VA uses, not a promise of what you will receive.

A few places with few or no large campuses rank high too: Nantucket, MA ($4,344), Maui County, HI ($4,329), Martha's Vineyard, MA ($3,984) and Key West, FL ($3,969). Just below the top ten sit Honolulu County, HI ($3,663) and Miami/Fort Lauderdale, FL ($3,660). Several metro areas cover a wide radius: Irvine and Alhambra fall in the Los Angeles rate area, and New Rochelle falls in Westchester County.
2. How VA turns BAH into your housing allowance
The rates above are the ceiling for your campus area. Four VA rules decide how much of it reaches you, according to VA's Post-9/11 GI Bill rates page (updated July 31, 2026).
Rate basis
BAH for an E-5 with dependents, whatever your own rank was.
Location
The campus where you physically attend most of your classes, not your home address.
Your share
Scaled by your Post-9/11 eligibility tier and your rate of pursuit, which must be more than 50%.
Not eligible
Students on active duty, and students enrolled at half time or less.
Two timing details matter. DoD publishes BAH by calendar year, but VA applies each year's rates to the academic year that starts August 1, so the 2026 figures above run from August 1, 2026 to July 31, 2027. VA also pays the allowance only for the days you are enrolled, so a break between terms usually means a smaller payment for that month.

3. In person, hybrid or online: which rate applies
Your study format decides whether the city rate applies to you at all.
In person
- You may receive the resident rate for your campus ZIP code, the figures in section 1.
- Moving to a high-rate city also means paying that city's rent.
Hybrid (at least one class in person)
- VA says you may be eligible for the higher resident rate if you take at least one class in person while taking others online.
- Whether a course counts as in person is certified by the school's certifying official (SCO), term by term.
Fully online
- The allowance is up to $1,261 a month for August 1, 2026 to July 31, 2027.
- The campus city makes no difference to that figure.

- Bronx campus: New York City rate area, $5,070.
- New Rochelle campus: Westchester County rate area, $4,479.
- Monroe offers hybrid courses in majors including the MBA, MPA, MS Computer Science and BS Computer Networks & Cybersecurity for the Winter 2027 semester (starts January 8, 2027).
- Irvine and Los Angeles campuses: Los Angeles rate area, $3,882.
- San Francisco campus: $5,127. Miami: $3,660. Orlando: $2,658. Dallas: $2,469.
- Hybrid programs such as the MBA and MS Information Technology use a Professional Weekend format.
- Alhambra campus: Los Angeles rate area, $3,882.
- The MBA in Executive Management is hybrid: each 14-week term pairs one online course with one hybrid course.
- The MS in Data Analytics and MA in Organizational Leadership are online, so the online rate applies.
For a hybrid program, the rate that applies depends on where your in-person class meets and how the school certifies it. Ask the school's certifying official which campus ZIP code they would report for you before you enroll.

5. Check your school's rate, and whether it should matter
To see the figure for a school you are considering, work through these steps:
- Confirm the program is VA-approved, using our six-step check and VA's GI Bill Comparison Tool.
- Find the ZIP code of the campus where you would attend most classes in person.
- Enter it in our MHA calculator or DoD's lookup, choosing E-5 with dependents.
- Apply your eligibility percentage and planned course load (more than half time is required).
- Ask the school certifying official to confirm how your enrollment would be certified.
Should a high rate steer your choice? On its own, no. The top rates exist because rent in those cities is among the highest in the country, so a move to San Francisco or New York can absorb much of the allowance. The payment also depends on staying enrolled more than half time, and it stops during breaks. A program with strong outcomes in your field, in a moderate-rate city, usually serves you better than a weaker one chosen for its ZIP code. Where the rate does help is when you are already choosing between similar, well-fitting programs in different cities.

Which city has the highest GI Bill® housing allowance rate in 2026?
Among the college areas we checked in DoD's 2026 BAH lookup, San Francisco is highest at $5,127 a month for an E-5 with dependents, followed by New York City at $5,070. Your own payment depends on your eligibility percentage and course load.
Is my GI Bill® housing allowance the same as BAH?
Not exactly. VA starts from the BAH rate for an E-5 with dependents at your campus ZIP code, then adjusts it for your Post-9/11 eligibility percentage and your rate of pursuit. You must be enrolled at more than half time to receive it.
Does VA use my home ZIP code or my school's?
Your school's. VA uses the location where you physically attend most of your classes, not where you live. If you study at a branch campus, that campus's ZIP code is the one that counts.
Do online students get the city rate?
No. If all of your classes are online, the housing allowance is up to $1,261 a month for August 1, 2026 to July 31, 2027. If you take at least one class in person, VA says you may be eligible for the higher resident rate.
When do the 2026 rates apply to GI Bill® payments?
DoD's 2026 BAH rates start in January 2026 for service members. VA uses them for the academic year that runs from August 1, 2026 to July 31, 2027, so the rate for your school's ZIP code can change each August.
What happens if BAH in my school's area goes down?
VA has said (VA News, December 2011) that your housing allowance will not drop when local BAH decreases unless you change schools or have a break of more than six months. Confirm how this applies to you with your school certifying official.
